Board Minutes – December 19, 2025

Fallbrook HOA Board of Directors  |  Board Minutes
December 19, 2025, 7:00 a.m.

Commons Area

Alley Maintenance
  • Alley repairs and crack sealing were completed satisfactorily.
  • The Board will obtain quotes for spray sealing now that contractor availability has improved.
Short Retaining Wall & Mulch Bed (Stonebrook Parkway)
  • This area will be added to the monthly maintenance schedule.
  • Eagle Nursery will be engaged to perform an initial cleanup, followed by routine maintenance (weeding and general cleanup).
  • Budget clarification is needed to determine what costs fall under “spring cleanup” versus “mulch.”
  • Action Item: Obtain quotes and associated costs for proper budget allocation.
  • Question: Confirm whether Yardworx has a rate increase for 2026.
Stream Maintenance
  • In 2026, larger stones will need to be repositioned and additional stones added.
  • Gana’s work for 2025 stream maintenance was not completed before the weather turned – those budget dollars are being rolled over to 2026.  Board budgeted $5,000 for stone repair in the stream bed.
Farmer’s Market
  • The market manager has relocated, and insurance coverage is required for continued operation.
  • The original intent of the Farmer’s Market was to draw traffic to the area. Given the neighborhood’s growth, expansion of nearby businesses, and traffic generated by the Summer Festival, this objective is no longer necessary.
  • The Board agreed taking over management of the Farmer’s Market is outside the HOA responsibility.

CCR (Covenants, Conditions, and Restrictions)

  • The Board will proceed with drafting various versions of letters to notify residents of CCR violations and request corrective action.
  • Prior to sending notices, the Board will conduct a proactive review of surrounding properties to ensure any similar violations are addressed consistently.

Budget Overview
  • Proposed HOA dues: $625 (8.7% increase).
  • New Urbanism dues: $135 (0% increase).
  • Action Item: Obtain updated lot counts from NEBCO (follow-up sent).
  • Action Item: Reserve space at the YMCA for the Annual Meeting on January 20, 2026.
Proposed Process Change
  • Any Yardworx or maintenance expenses outside routine services must be reviewed prior to approval.
  • The Board noted continued overspending in this category and discussed the need for greater transparency and controls.

NEBCO Report

  • New commercial space is expected to be ready for occupancy in February 2026.

Commons Area

Alley Maintenance

Stream Maintenance

  • Gana is scheduled to begin the annual stream maintenance once the ground. This fall they will focus on the adjustment of large rocks/boulders that have shifted over time.
  • Derek noticed that the water level was low, which lead to further investigation and thus determined that the sump pump was struggling due to the inlets being clogged and has well as some electric issues.

Solution: MD Aquatics (scuba certified) is scheduled to clean the inlets free of debris and allege. Cost split 50/50 with business park.

Action: Ask MC Aquatics for their recommendations of allege specific chemicals for treatment and estimated frequency of outlet cleaning.

Grounds

  • Dreke has been insistent that Yardworx catches certain areas that have been overlooked as well as those areas that sustained storm damage.

Events

  • Summer Festival– Approx. 3,000 in attendance. Positive reviews and great community support. 2026 Festival date: August 8th 2026

CCR (Covenants, Conditions, and Restrictions)

Addressing CCR Violations

  • When addressing CCR violation: Need to be consistent–either we only address violations when issued by a complaintive or we take an active approach and tighten our stance on CCR violations.

Solution: Board agreed to be proactive: Letter templates have been compiled as a good base. (Overgrown, Trailer, Cars not being moved). Good faith letter from the HOA sent first and then follow up with official letter if issue is not addressed.

  • Create a google form for submitting complaints. Complainant must site the violation (drop down menu of CCR violations). Google form will be housed on FallbrookUSA.com
  • Also included on website, a “report a maintenance issue” form, and HOA Board meeting minutes
  • Create a door hanger for Fallbrook residence explaining that the board will be taking an active part in addressing covenant violations and direct residents to the website for calling attention any violations. Include a list of the top code violations and make special mention of where residents can view meeting minutes.

4 Contingencies that Protect You as a Homebuyer

Including contingencies in your contract can help protect you, your finances and your family when buying a home.

Here are some important ones to consider:

  • Home inspection contingency, which allows you to have the home inspected
  • Appraisal contingency, which protects you from owing extra money should your lender’s appraisal come in low
  • Financing contingency, which allows you to back out if your mortgage loan doesn’t come through
  • Sale contingency, which says your purchase is only valid if you’re able to sell your existing home first

Make sure to talk through possible contingencies with your agent before making an offer. The most appropriate ones vary from buyer to buyer.

Selling Your Home Now? Embrace the Season

Embracing the festive season can be a great way to make your home more marketable this winter.

Is your home currently for sale? Consider these tips:

  • Add a festive wreath to the door and potted chrysanthemums on the porch.
  • Clean up the fireplace and set up fresh logs. You can even light a fire before the buyers arrive.
  • Install twinkling lights along your front and back porch to create a more welcoming atmosphere.
  • Spray festive scents like pine, peppermint or apple pie in the main living areas.

Buyers want a place where they can spend their own future holidays with loved ones. Embrace the season and show them your house is that place!

Easy Ways to Save on Your Move

Moving can be expensive. From packing supplies and movers to rental vans and gas, the costs can add up quickly.

Want to save on your upcoming move? Here’s how:

  • Get free boxes from local grocery and convenience stores.
  • Use recycled mailers, flyers and newspapers as packing materials.
  • Declutter and donate first to cut down on your load.
  • Call in friends, family and coworkers for help with manual labor.

Make sure to save receipts for your moving expenses, too. Many moving costs can be deducted from your annual tax returns. Consult a certified accountant if you’re not sure how to proceed with this.

Maintaining Curb Appeal in Winter

It can be hard keeping the yard lush and beautiful in the cold winter months, and if your property is on the market, curb appeal is more important than ever.

Here’s how to keep it up in winter:

  • Invest in hardy foliage. Ferns, witch hazel and even pansies hold up well in winter.
  • Keep it tidy. Edge, clear away leaves and debris, and shovel the walkways. Clean your gutters often.
  • Repaint your exterior. Give the shutters and door a fresh coat of paint, and clean any exposed brick or stucco.

Talk to your agent for ways to up your specific property’s curb appeal this winter.

5 Mistakes First-time Home Buyers Make

Buying a home can be overwhelming — especially for first-time buyers.

Want to make sure you do it right? Avoid these all-too-common first-timer mistakes:

  1. Not getting to know the neighborhood. Walk around, drive the streets, and make sure it’s a place that feels safe and has the amenities you’re looking for.
  2. Forgetting to think long-term. Even if you don’t have kids just yet, look at school districts and playgrounds.
  3. Skipping pre-approval. Getting pre-approved for a mortgage doesn’t just make your home purchase easier; it helps point you toward an appropriate price range, too.

Forgoing an agent’s help can be a big mistake, too. Make sure you reach out for guidance!

4 Questions to Ask When Touring a Home

Going to a showing soon? Make sure to ask these questions as your tour the property:

  1. Does it look maintained and well-cared for? If it doesn’t, there may be costly repairs necessary.
  2. Will this fit my needs? Evaluate space, storage, layout, etc.
  3. Is there work to be done to get it to my liking? If you’ll need to do renovations, you will want to factor this into your decision (and make sure it will fit your budget).
  4. Will it fit in with your long-term goals? Is there room to raise kids or a yard for your future pups?

Red Flags to Watch for on a Showing

Not every showing will turn out to be “the one.”

Want to make sure you don’t make an offer on a dud property? Watch for these red flags:

  • Signs of poor care/maintenance. If there are obvious signs of poor maintenance, you can bet there are deeper, less visible ones, too.
  • Strange smells or odors. These can indicate pets, rotting food, mold or mildew (some of which can be dangerous!)
  • Bad neighbors. Trash on the yard next door? Cars all over the street? These all point to potentially bad neighbors.

Make sure to bring an agent along with you. They’ll make sure no red flags go unnoticed.
